My Lord,
With reference to correspondence ending with Your Lordship's confidential telegram of the
27th January, 1931, on the subject of the
conversion rate of sterling salaries, I have the
honour to confirm my telegram of the 29th January informing Your Lordship that the Legislative Council
had on that day approved the new method of
conversion.

I forward herewith the Memorial to which
reference has been made in that correspondence,
signed by 552 officers on sterling salaries, of
whom it will be observed that no less than 172 are
from the Police Department.
3.
I annex to the Memorial a communication
from Mr. R.A.D. Forrest, Cadet Officer, in which he
supplements the Memorial with certain observations,
of his own on the subject of possible economies
in administration and additional sources of revenue.
I find myself entirely unable to support
the views put forward in the Memorial which in
